This page describes why a jurisdiction appears in published enforcement records and typology reports. It is not an assessment of the country, its government or its businesses. Every jurisdiction listed here is a substantial legitimate economy, and appearing in this reference is usually a consequence of trade volume and connectivity rather than of weak rules.

Why it appears

Singapore is one of the world’s principal centres for commodity trading, trade finance and ship bunkering and management. A very large share of Asian physical trade is contracted, financed or serviced there.

That places Singapore entities at the contractual centre of transactions whose goods and counterparties are elsewhere, which is exactly the position that generates exposure in the trade-based techniques on this site.

In the record

The British American Tobacco settlement documented on this site concerned the conduct of a Singapore subsidiary and sales to a North Korean diplomatic entity in Singapore. Singapore entities also feature in Panel of Experts reporting on DPRK procurement and shipping.

Singapore has an active enforcement record of its own in this area, which is a material part of the picture.
