The Consolidated Screening List is the International Trade Administration’s single file of the US government’s restricted-party lists. This note counts what is in it, from the file as published on 19 September 2026. It uses aggregates only. The names, addresses and identifiers stay with the government, and anyone screening a counterparty must use the authority’s own current list, not this note.

The SDN list alone is 74% of the file. The two lists that matter most for this site’s export control subjects, the Entity List and the Denied Persons List, are together about 19%.

The SDN count here, 19,393, is not the SDN count on the home page (19,329), which comes from OFAC’s own XML file. The two are refreshed at different times and the screening file counts entries as it structures them. A difference of about 60 is normal, and a reminder that a count depends on which file and which day.

What kind of party

Of the entries, 10,342 are entities, 7,653 individuals, 1,540 vessels and 342 aircraft. A further 6,269 carry no type at all.

Where entries are based

Counting the country of each entry’s first listed address:

CountryEntries, all lists
Russia6,516
China2,487
Iran1,757
Mexico1,169
United States1,002
United Arab Emirates954

The picture differs by list. On the SDN list Russia is first with 5,138 entries, then Iran (1,625), Mexico (1,154) and China (1,098). On the Commerce Entity List the two lead entries are nearly tied, Russia 1,081 and China 1,070, then the UAE (188), Pakistan (178) and Hong Kong (121). The Denied Persons List is a domestic story: 947 of its 1,596 entries are in the United States. The Military End User list and the Chinese Military-Industrial Complex list are almost entirely Chinese.

What this does and does not show

A first address is a weak measure. Many entries have several addresses, some have none, and a country of address is where a party is reachable, not where it is owned or where its goods originate. The Entity List figures are also affected by how BIS lists a company and its foreign addresses. The figure for the UAE says that many listed parties are based there, which is consistent with the transit-economy pattern described on the UAE page, but it is not a finding about the UAE.
